He attached special importance to technical cooperation in various scientific fields given the importance, usefulness and the economic benefits to the population. On behalf of his country, he expressed his appreciation for IAEA’s continuing support in the form of technical cooperation projects. He pointed out that the energy needs of developing countries are constantly increasing, and that nuclear energy is an essential source of energy in the years ahead. He stressed the importance of the development of small reactors, which can best meet the needs of developing countries, in particular if used in conjunction with desalination equipment. In this respect hydrological projects would also benefit, which are of particular importance to countries with severe water shortages. The Libyan Arab Jamahiriya also supports the full range of Agency’s initiatives for strengthening international cooperation in radiological safety and the safe transport of radioactive wastes and materials. He also underlined the importance of nuclear disarmament, the establishment of a denuclearised zone in the Middle East and the combating of illicit trafficking in nuclear material. He pointed out that the Libyan Arab Jamahiriya is party to the NPT and has also signed the Treaty creating a nuclear free zone in Africa. He stated that his country is in favor of the elimination of all forms of weapons of mass destruction and called upon Israel to place all of its nuclear facilities under the international safeguards in conformity with the NPT. He also called for an increase in senior personnel in the Agency from developing countries. He welcomed the developments concerning the expansion of the Board of Governors and emphasized the legitimate desire of developing countries to see their representation in the Board increased. He stressed the importance of regional bodies responsible for strengthening the peaceful uses of nuclear energy in accordance with the Agency’s Statute. He believes that the Agency’s support to such organizations can help to promote the peaceful use of nuclear energy and can thus contribute to sustainable development in the region. He also emphasized the universal nature of the Safeguards System calling on the nuclear powers to dismantle their nuclear arsenals.
