He expressed his country’s appreciation of all the Agency’s efforts with respect to nuclear disarmament and the peaceful use of nuclear energy, as well as in the field of international cooperation through the various agreements on liability, accidents, radioactive waste, fuel and other issues. He called upon the Agency to support the efforts in the Middle East concerning the application of international safeguards in the area along with regional cooperation aimed at solving environmental problems. He also emphasized the importance of increasing monitoring and control, preventing trafficking of radioactive substances and promoting cooperation in Agriculture, water resources and all other areas where nuclear technology is applied. With regard to Article VI of the Agency’s Statute, he expressed his country’s support for the amendment taking into account the objective of equitable representation. He also said that all Arab countries in the Middle East are parties to the NPT and endorse the establishment of a nuclear weapons free zone in the region. He recalled that Israel has so far refused to adhere to the NPT and the Safeguards Agreement and that their nuclear facilities are therefore not subject to any international control or monitoring. He called upon the General Conference to take the measures necessary for Israel to sign the NPT and to accept Agency control over its nuclear installations. He also expressed his hope that the Agency will increase its efforts at implementing technical cooperation, in particular with respect to the application of effective programmes which improve the technological capacity of developing countries and guarantee sustainable development of the economy and human resources. He also said that the Agency’s assistance is needed with respect to the installation of nuclear facilities and their proper maintenance enhancing the domestic capacities in developing countries. He also supports all efforts made by the Agency in finding a solution to the Y2K problem, especially for information systems, medical, nuclear power and fuel facilities, waste treatment and other areas which affect human health and the environment. He also appreciated efforts made by the Agency to consolidate international cooperation in the field of nuclear, radiation and waste safety and expressed his hope that the Agency will provide assistance to all the concerned countries in implementing projects to control and monitor radioactive sources which might be entering their countries illegally. Concerning the problem of water shortages, he mentioned the importance of nuclear desalination plants and referred to the Agency’s research on the possibility of using seawater. In this respect he said that the Agency’s assistance would promote the improvement of energy and water resources in the concerned countries. He also expressed his hopes that the Agency will be able to pursue efforts to use isotopes in hydrology and water resource management, so that ground and surface water can be used. He also mentioned the efforts made in this respect by the Arab Institute for Nuclear Energy, which is lacking funds. He expressed his hope for cooperation between the Agency and this institution allowing it to apply its programmes in the appropriate manner.
