He reviewed Iraq’s cooperation with the IAEA over the past years in implementing its obligations under UN Security Council resolutions, noting the series of reports submitted to the Council by the IAEA Director General and reiterating Iraq’s view that it has fulfilled its obligations related to Security Council Resolution 687. He reaffirmed Iraq’s position that sanctions should be lifted, appealed for greater international support and called upon the IAEA to return to normal procedures in dealing with Iraq. He noted in this connection the contingencies attached to the approval of important technical cooperation projects, including those related to medical and agricultural applications. He further said that little action has been taken since an IAEA review in 1995 of radiological conditions at Tuwaitha. He appealed to States to request the IAEA to extend required assistance to Iraq. He also reaffirmed Iraq’s position in support of making the Middle East a zone free of nuclear and other weapons of mass destruction, saying that double standards presently exist with respect to the extent of safeguards in Israel. On the issue of IAEA Board composition, he said Iraq supports an expansion of the Board with a fair distribution of seats between geographical groups.
