| He opened by stating that Hungary attaches high importance to the IAEA safeguards, offered his country’s cooperation to the Agency to assist in tackling problems related to the integrated safeguards system. In Hungary, nuclear and radioactive materials are subject to regulatory control including physical protection, their export-import, transport and packaging, and radiation protection regulations in accordance with the international standards. Referring to the safety upgrading activity of the Paks plant, he said that measures presently under implementation are: increasing seismic resistance, containment assessment, emergency power supply reliability improvement, analysis of internal hazards and reactor protection system refurbishment. The most important improvements of operational safety are in the areas of safety culture, improvement of training methods and facilities, implementation of symptom based, emergency operating procedures, aging monitoring and lifetime management. Hungary has paid a special attention to the Y2K problem. All nuclear facilities have been reviewed and the development and introduction, as well as validation of the necessary corrective actions will be completed by 1 November 1999. He noted that Hungary strives for self sufficiency and external assistance is not a condition for the completion of the safety upgrading programmes already in progress. However, in the fields of human health, agriculture, training and education, further assistance is still needed. Referring to IAEA’s Technical Cooperation programme, he said that one-third of the technical cooperation activities in his country were carried out on a regional basis and that neighbouring countries in the region prefer to work together to solve common problems of a regional nature. He commended the Agency's technical assistance and cooperation activity and pledged Hungary’s voluntary contribution to the Agency's Technical Assistance and Co-operation Funds for the year 2000. | ||||
