| The delegate opened by welcoming Honduras and Angola as new members of the Agency and by saying that at the Latin American level, the Agency’s greatest achievement has been the creation of ARCAL. He added that the concept of "partners in development" has fuelled co-operation among countries in the region. He said that one of the problems that developing countries are presently facing is the lack of sufficient, permanent and reliable sources of drinking water to satisfy the needs of the population. For this reason, Ecuador welcomes the Agency’s plan for producing potable water economically. He closed by stating that his country decided to sign the Model Protocol Additional to the Agreement Between State and the IAEA for the Application of Safeguards, in relation to Tlatelolco and NPT, as evidence of Ecuador’s unconditional commitment to the peaceful uses of nuclear energy in the world. | ||||
