| He opened by emphasizing the important role of nuclear energy as the world enters a new millennium, and its actual and potential contribution to today and future generations in terms of social and economic benefits. Nuclear power is a safe and economic energy source essential for meeting the energy needs of developing countries, he said, and Cuba has pursued the option resolutely. He noted that the country has set up and effective infrastructure for nuclear regulation and safety and underlined the peaceful character of the nuclear programme. In this context, he reaffirmed Cuba’s views regarding US policies and actions. On matters of safeguards, he reiterated the importance Cuba attaches to a strong, efficient, effective and universal safeguards system and for a universal nuclear non-proliferation and disarmament regime. He noted the IAEA Board’s recent approval of the Additional Protocol Cuba has concluded pursuant to its safeguards agreement. On the topic of technical cooperation, he urged the Agency to strengthen the financing of programmes and to curb the tendencies toward an imbalance among its activities. He further appealed to more advanced States to honour their responsibilities to contribute to technology transfer of benefit to development countries. He said Cuba has realized benefits through IAEA cooperative programmes in fields of health, agriculture, industry and other applications. Of special importance to countries of his region, he said, is the ARCAL mechanism for regional projects of common interest and benefit to the greater Latin America area. In closing, he reaffirmed Cuba’s support of an expansion of the IAEA Board of Governors, an issue which he hoped is now nearing solution. | ||||
