The speaker referred to the opening statement delivered by the IAEA Director-General, expressing support in particular for the emphasis placed on nuclear technology for economic and social development. He commended the Agency’s contribution to Colombia’s institutional capacity building on nuclear matters, citing in particular national projects, the ARCAL project, and scientific expert missions. He stressed that the improved technical cooperation programme of the Agency should focus on those countries most in need, namely, the developing countries. The speaker then pointed out that it was exactly fifteen years ago that countries of Latin America had established the Programme for Regional Cooperation in Latin America, (ARCAL), reiterating the need to ensure that the priorities and needs of members should guide technical cooperation programmes for the region. He then identified the priorities for Colombia, which include infrastructural improvements for radiological protection. He cited progress as well as continuing needs associated with the restructuring of Colombia’s nuclear sector since 1997, mentioning certain recommendations made by the Agency as well as how these recommendations had been acted upon by the Colombian authorities. On safeguards, the speaker emphasized that Colombia’s conclusion of an Additional Protocol was an important step in enhancing the effectiveness of IAEA safeguards. In this regard, he mentioned that Colombia, which had completed a safeguards agreement with the IAEA under the Treaty of Tlatelolco, was presently studying the possibility of signing a safeguards agreement in relation to the NPT. On the issue of Article VI, the speaker expressed the hope that it would be amended this year.
