He opened by underlining two concepts which go hand in hand, namely safety and development. Concerning the first, Chile is ready to cooperate in all necessary aspects to guarantee these elements, and regarding the latter, he welcomed Agency measures towards strengthening technical co-operation activities. He went on to say that all Agency donors and recipients are partners in technical co-operation and called for increased responsibility and commitment. He closed by lamenting that the issue of greater participation of Member States in the Agency's Board of Governors has become a source of friction and conflict among regions with common interests, and called for a consensus, which would only be achievable by consulting all parties openly. He noted that a detailed annex to his statement had been issued for Member States that focused on Chile’s national nuclear programme and activities.
