The speaker emphasized three main objectives of the IAEA: safeguards, safety and technical assistance to the Member States. On safeguards, he stressed its role in strengthening an efficient international system of non-proliferation. As far as nuclear safety is concerned, radiation protection and waste safety should be taken into consideration. As regards the budget, the speaker recalled that Canada had recommended a zero growth increase for all international organizations. Regarding technical co-operation activities, Canada was pleased to note positive results in the implementation of projects (76.7%); the speaker encouraged initiatives to further improve this area of the Agency’s work. He then referred to the NPT Review Conference which will take place next year, reiterating Canada’s commitment to the cause of non-proliferation. The speaker then called upon states not party to the NPT to accede to the NPT. He stressed that reductions in the nuclear arsenals of the so-called nuclear weapons-states would be a key to halting weapons proliferation. As regards the Additional Protocol, the speaker expressed the view that the Agency should now fulfil the promise of the Additional Protocol, citing as one high priority the conceptualization, development and implementation of integrated safeguards. It would be important, in this regard, for the Agency to emphasize qualitative rather than quantitative approaches. The speaker called on all states to conclude an Additional Protocol to their Safeguards Agreements with the IAEA based on the Model Protocol, by the time of the NPT Review Conference next year. He also expressed support for an Informal Open-Ended Experts meeting on the need to revise the Convention on the Physical Protection of Nuclear Material.
