The speaker emphasized that Bolivia was fully committed to the cause of disarmament and non-proliferation of nuclear weapons, as well as to the peaceful use of nuclear energy and its application towards sustainable development. He informed the meeting that in July of this year, Bolivia had ratified the test ban treaty. He pointed out various ways in which nuclear applications have a positive impact on his country; he also elaborated on recent positive developments in his country that had been possible due to Agency support, including various technical projects in nuclear medicine, radiological protection, and uranium processing. The speaker mentioned that one year ago, Bolivia had signed the ARCAL agreement promoting nuclear science and technology in Latin America and the Caribbean. On nuclear safety matters, Bolivia had taken a number of significant steps in recent years; indeed, this past August, the Agency had sent a mission to Bolivia to evaluate the results of Bolivia’s participation in a model project for the strengthening of radiological safety, with the conclusion being that Bolivia was indeed a model country in terms of nuclear safety. One major challenge ahead is to strengthen the country’s legal framework accordingly, taking into account the international norms promoted by the Agency. On budgetary matters, he pointed out that Bolivia had fulfilled its financial obligations to the Agency on the regular budget. As regards the Agency’s technical cooperation programme, Bolivia had made a partial contribution, at the outset of the present fiscal cycle; this past July it had made a proposal to the Agency for an agreement that would include a payment schedule. His delegation considered it of utmost importance to strengthen the technical cooperation programme so that all States could benefit therefrom. In concluding, the speaker announced that Bolivia had been chosen within the group of Latin American and Caribbean States to occupy a seat on the Agency’s Board of Governors for 1999–2001.
