Armenia, Ambassador Jivan Tabibian, Permanent Representative of Armenia in the IAEA:

In his brief statement he commended the IAEA for timely response, effective and reliability in delivering its duty to member states. He noted that by the end of the 90-s more than 20 countries would have possessed nuclear weapons, therefore the international community should continue to take decisive efforts to prevent the spread of nuclear weapons and their testing. Armenia remains fully committed to the principles of non-proliferation and supports the strengthening of the IAEA safeguard activities. The delegate mentioned the importance of the safeguard laws and agreements signed by his country and commended the secretariat for continuous support in the area of technical cooperation. He thanked the main donors the US and the UK for their support which made the implementation of the programmes possible. Armenia is committed to nuclear safety he said, and will strive to achieve highest standards of safety at the Unit II of the Metzabor NPP. Finally, touching upon the financial issue, he mentioned that his country has fulfilled its financial commitments undertaken, despite serious constraints and emphasized that the challenge of ensuring non-proliferation and the peaceful use of nuclear energy cannot be met by the IAEA alone, therefore the international community at large must work harder. Armenia will continue "to seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world".
