He noted that the ABACC has been applying nuclear safeguards to Brazilian and Argentine facilities since 1992 acting in cooperation with the IAEA’s safeguards system from 1994 onwards. Brazil and Argentina signed and ratified the Guadalajara Agreement in 1991 creating the ABBAC and setting the stage for the adherence to all disarmament and non-proliferation systems. He underlined that both countries have signed and put into force the Tlatelolco Treaty, the Nuclear Non Proliferation Treaty, the Nuclear Test-Ban Treaty and a full scope safeguards agreement with the IAEA. Additionally, Brazil and Argentina have adhered to the Nuclear Suppliers Group (NSG) and to the Nuclear Export Control Group (NEC). He went on to say that both countries are committed to begin consultations with the IAEA aiming to conclude an Additional Protocol to the Quadripartite Agreement. He stressed that the Guadalajara Agreement has contributed to preventing a nuclear arms race on the continent and added that Mercosur has promoted economic bonds and democracy in the region. He was pleased to note that the cooperation between the IAEA and ABACC led to the advancement in the reliable use of equipment, the coordination of announced and unannounced inspections, the standardization of equipment and the integrated performance of the inspectors in the field, improving the efficient application of safeguards. He also said that progress had been made in the integration of inspectors training programmes within the framework of the technical cooperation between the two agencies. He emphasized the agreement reached on common procedures and on the development of a safeguards application methodology in enrichment plants and underlined the technical cooperation agreement between ABACC and the European Atomic Energy Community, which has entered into force in February of this year. Technical cooperation with the CEA of France and the Technology Center for Nuclear Control (TCNC) of the Korean Atomic Energy Research Institute are almost ready to be formalized. Interactions with other institutions in Japan, the United Kingdom and Chile have also contributed to the effort of keeping ABACC updated and integrated with the international safeguards system. He also stressed the importance of a credible safeguards system for the integration of regional and state systems for accounting and control of nuclear material and proposed a future IAEA quality assurance system, also taking into account the Additional Protocol, that would allow the Agency to use a regional system more intensively.
