| He reviewed the historic place of the Tlatelolco Treaty in the field of nuclear arms control and non-proliferation, noting that it is now fully binding throughout the region as all countries have signed it. The Treaty not only bans nuclear weapons in its zone of coverage, but also promotes the right of States to apply nuclear techologies for peaceful purposes. He noted Opanal's strong criticism of the nuclear tests carried out earlier this year, and now welcomed Pakistan's announced decision to sign the CTBT. He further addressed the subject of sea transport of radioactive materials, noting that major sea passage ways are located in the Latin America region. He appealed for stronger measures to ensure the safety of such transport, particularly for coastal States most heavily affected by them. In closing, he pointed out the growing importance globally of nuclear-weapon-free zones, noting that 110 countries now were members of the Tlatelolco, Bangkok and Pelindaba treaties, and expressed hope that the IAEA and Opanal would broaden their cooperation through joint regional events on safeguards and related topics. | ||||
