| He said he was pleased to announce that Armenia has deposited its instrument of ratification of the Convention on Nuclear Safety. He expressed deep concern over the series of nuclear tests carried out in Southeast Asia last May, especially about the possible negative consequences of these tests for the international nonproliferation regime and for the continued commitment of the nuclear weapon States to further reductions of their nuclear arsenals. He urged both India and Pakistan to sign the CTBT and thereby enable the Treaty to enter into force. He said that Armenia's policy with respect to nuclear and other weapons of mass destruction is clear and consistent and is based on a serious and genuine commitment to nonproliferation objectives and principles. Armenia's recent contribution to strengthening the international nuclear nonproliferation regime was the conclusion of the Protocol additional to its safeguards agreement with the IAEA. On September 29, 1997, Armenia became the first state with an operating nuclear power plant to sign the Additional Protocol based on the text of the Model Protocol. He welcomed the continuing signature of Additional Protocols by a number of States on the margins of this General Conference and urged all States to do likewise. The delegate noted that Armenia continues to view the IAEA Technical Cooperation Program as a highly important part of the Agency's activities contributing to the sustainable development of developing countries. He commended all donor states contributing to the Technical Cooperation Program for their assistance in improving the scientific and technological capabilities of Newly Independent States in the fields of peaceful uses of nuclear energy, operational safety standards and occupational radiation protection at NPP's, seismic safety and the training of personnel. | ||||
