COMMUNICATION OF 21 SEPTEMBER 1998 RECEIVED FROM
THE PERMANENT MISSION OF KENYA
TO THE INTERNATIONAL ATOMIC ENERGY AGENCY

The text of a letter dated 21 September 1998 submitted by the Government of Kenya which the Director General has received from the Permanent Mission of Kenya is - as requested - reproduced for the attention of the General Conference.


"I have the honour, to write to you, on behalf of the Government of Kenya regarding Kenya's assessed Contributions to the IAEA, and wish to inform you that due to hard economic difficulties exacerbated by severe weather conditions (including the effects of the El Nino Phenomenon), the recent bomb attack that caused unforeseen huge public expenditure due to loss of life, injuries and extensive damage to the Central Business District, Kenya has been unable to meet her financial obligation fully.

However, despite these difficulties, Kenya has since the last General Conference paid more than the equivalent of two years of her assessed contributions. The Government is meanwhile working on a schedule to offset in full the outstanding arrears as soon as possible.

In view of the foregoing, Kenya will appreciate if her right to vote in the ongoing General Conference could be restored in accordance with the provisions of Article XIX.A of the Statute of the IAEA."*



* It is suggested that pursuant to Rule 42(b) of the Conference's Rules of Procedures and in line with past practice, this request be referred to the General Committee for consideration.
