1. Since the adoption of the "Split Appropriation and Assessment System" in 1985, it has been an established practice to submit to the General Conference a "Specimen Draft Resolution" presenting the Agency's budget at the UN exchange rate adopted for the month of the Conference. The purpose has been to illustrate how the adjustment formula attached to the draft appropriation resolution operates and to give the General Conference the Regular Budget Appropriation figures on the basis of the most up-to-date dollar/schilling exchange rate.

2. As the UN rate of exchange for September 1998 is 12.70 Austrian Schillings to 1 United States dollar, the same rate as that used for presenting the Agency's Regular Budget for 1999 in document GC(42)/7, Annex I, no "Specimen Draft Resolution" at the September 1998 UN rate of exchange is required.
