A. Co-operation agreements with intergovernmental organizationsOn 29 August 1997, the Director General received a joint request from Argentina and Brazil for the inclusion of this item in the agenda for the Conference's forty-first regular session. An explanatory memorandum, required under Rule 20 of the Rules of Procedure, is reproduced overleaf.
The Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) is already co-operating closely with the International Atomic Energy Agency in areas of common interest, as manifested - inter alia - by the conclusion in 1994 of the Agreement between the Republic of Argentina, the Federative Republic of Brazil, ABACC and the Agency for the Application of Safeguards.
With a view to further intensifying co-operation between the Agency and ABACC, a draft co-operation agreement has been negotiated. The Commission of ABACC confirmed its approval of the text in a communication dated 17 July 1997.
The draft agreement will be submitted to the Board of Governors for consideration at its meetings starting on 22 September 1997 but, pursuant to the provisions of the Statute, approval by the General Conference is required. In the expectation that the Board will submit the agreement, with a recommendation for approval, to the forty-first regular session of the General Conference, the inclusion of a supplementary item entitled "Co-operation agreements with intergovernmental organizations" in the Conference's agenda is herewith requested.
